This project aims at strengthening the capacity of national stakeholders to manage PCBs as well as to achieve PCBs elimination, as identified as a priority in the National Implementation Plan for Persistent Organic Pollutants for Ethiopia - a first Phase to achieve Environmentally Sound Management of PCBs by 2025. PCB management and disposal projects aim to create fundamental capacities within government, institution and PCB owners for complying with the PCB-related obligations under the Stockholm Convention on POPs. The PCB management projects work through a stepwise process to enhance the understanding and capacities for sound PCB management. The Stockholm Convention on Persistent Organic Pollutants, which was adopted in 2001 and entered into force in 2004, is a global treaty whose purpose is to safeguard human health and the environment from highly harmful chemicals that persist in the environment and affect the well-being of humans as well as wildlife. The Stockholm Convention on Persistent Organic Pollutants was adopted on 22 May 2001 and entered into force on 17 May 2004. The Convention has a range of control measures to reduce and, where feasible, eliminate the release of POPs, including emissions of unintentionally produced POPs such as dioxins. Ratifying the Convention. Australia ratified the Stockholm Convention in 2004. At this time, the Convention listed twelve POPs. Australia has placed controls on the import, manufacture, use and export of these chemicals.

Adopted in 2001 by 91 countries including the Philippines and having entered into force in 2004, the Stockholm Convention enjoins states to take measures to eliminate or reduce the release of persistent organic pollutants (POPs) into the environment in order to protect human health and the environment. Dioxins and dioxin-like substances, including PCBs, are persistent organic pollutants (POPs) covered by the Stockholm Convention.
